Project outline

Along with the given objective of the EMAS-REGULATION integrated management systems (environment and quality) are intruduced in four European hospitals within the framework of a demonstration project. These systems will be linked to business information and quality management systems according to EFQM/ISO-standard.

This so far unique approach supports the dissemination of EMAS-certified environmental management systems especially in southern European countries, where environmental protection is of minor importance. Combined with environmental-technological and organisational measures to introduce these systems, special stress is put on the fact that all staff participates in environmental matters which can be achieved by the implementation of innovative training systems.

The project builds up on studies about the introduction of environmental management systems in hospitals as well as on two European training and development projects of the project partners.

Task description

Transnational approach

A binding approach conforming to EMAS and QM is determied for all partners regarding the introduction of environmental management systems, in order to grant an evaluation and a benchmarking later.

The results will be checked and developed on four transnationational meetings.

Introduction of environmental management systems in four hospitals according to EMAS

In the institutions there will be parallel collections and evaluations of environmental data and the determination of environmental objectives as well as staff opinion surveys in all departments.

After the position audit staff members and advisers will introduce process optimizations, which lead to the development of environmental management systems.
The processes will be adjusted with those responsible for quality management.

Along with this documentaries will be developed like EM- and QM-guides and as interfaces to hospital information systems (HIS).

After another staff opinion survey and after the environmental impact statement the enterprise can be certified according to EMAS or EFQM and ISO.

Development of an integrable environmental management-software (IEMS)

Along with the introduction of an environmental management a European wide applicable environmental management-software will be developed, which can be linked to existing hospital information systems.

Training and qualification

Training measures will be individually adjusted to the specific conditions in the countries, enterprises and departments.

A new, intranet-based training system ("EM and QM-author's system") will be introduced, which simplifies and improves lengthy documentation processes and time-consuming staff training courses in the field of environmental management.

Creation of an expert- and multiplier-network

The network serves the possibility of an intensive exchange of information among the partners and the multipliers on a national and international level.

During the project further European actors will be included into the network.

Expected Results

A resources management in hospitals, which aims at ecology and business economics, and its validation.

Creation of a free environmental management software applicable European-wide (Freeware).

Introduction of an innovative, intranet-based EM and QM-system and as a result the total control of environmental costs and the in-house environmental training for the first time.

Regions in the EU with lesser interest in environmental management systems according to EMAS will be gained and will accept its introduction more and more
