Cure and Care

Rationale


The evolving social and health policies, the changing needs of patients and of their families, the new ways to meet those needs involve the risk of obsolescence which affects some professional profiles whose competences already seem unable to provide efficient answers in real time.
The reduction of welfare spending has led the government to define a new welfare scenery and, as a consequence, to try to qualify more carefully the spending itself. The diffusion and rooting of new technologies are a threat for workers who, being unable to fit to the new context, run the risk of being cast out of the labour market.
This situation concerns both public services and private ones, which nowadays are mainly managed by social co-operatives.
Social co-operatives feel the pressure of re-qualifying their professional profiles in order to fit them to the innovations which services need for.
The public health service realises that health answers are not enough, since they do not account for the person in all his/her aspects, but just as it concerns his/her `sick part`.
A `network-based` model, which involves both public bodies and private ones, could also provide an added value other than the economic and financial efficacy and efficiency provided by services.
The in-progress changes imply deep changes of the professional profiles involved in the sector.
For decades, training approaches have aimed to sector specialisation. Later reforms have modified the training approaches in schools and universities, but the outcomes of these changes will not be enjoyed very soon.
The new laws have engendered new social policies and a new welfare. But how could people working in the social and health sector refresh their professionalism in short times?
The risk is that the social and health `market` produces a supply unable to match with the demand.
This situation causes the sector operators to feel uneasy even because it doesn`t concern generic professional profiles but rather experienced professional roles.
Consorzio elpendu` has already tested some training approaches that, by re-qualifying scientists, psychologists, etc, would orient all of them towards a number of problems that, though different, concern only one subject: the person and his/her health (that`s his/her physical, psychical and social condition).
But private social organisations cannot modify practices by themselves. It is necessary and useful to bridge public and private organisations in order to attain remarkable results that could deeply modify the way to meet needs and could test a real integration between the social and the sanitary field.



Objective

General strategies
Gender mainstreaming, through the creation of customised training modules.
Subdivision of the project actions in two actions. Action 2 will be subdivided in 5 sub-programs: 4 of them will be diachronic, one of them will by synchronic. This will make possible to run a process of progressive accumulation, which could be both linear and circular.
Quality strategies
Development partnership, a model of public/private partnership that could permit the designing and realisation of a new welfare.
The scientific and academic support by the universities involved.
Designing and experimentation of innovative services in the territory, to build an innovative model of integrated social and health service, which will be tested by implementing and rehearsing it.
Organisation strategies
Unit of operative and telematic co-ordination. Its seat will be at consorzio elpendù. It will be connected telematically to the other units in the territory; it will have a fundamental function for the organisation and the efficient implementation of the project.
Territorial operative units. These will be units for interrelations in the territory and the places where new territorial, telematic socio-sanitary services will be experimented with a view to social and health integration. They will directed by the social co-operatives and co-ordinated by a new competence: the changing agent.
Hospitals. They will be networked to the territorial operative units via telecommunications, in order to perform a remote therapeutic action, speed up the diagnosis and improve the control of the therapy.
Designing team and information control. It will arrange for the information and telematic network and the creation and validation of its software.
Unit for operative supervision, managed by asl br/1 for promotion, dissemination, diffusion and awareness-raising.
Public relation office. It will plan and control over the diffusion and dissemination action.

Process-oriented innovation
The integration of the social sanitary services with both the social assistance services and the networks of informal support entails remarkable innovations in the process needed to meet the needs of well-being of users. Such an integration will also produce, after defining adequate intervention instruments and protocols, a new process of cure based on the idea of taking care as well as a qualitatively improved ability to meet the needs.
Context-oriented innovation
The territorial units of the public and private department, created by the project actions, will modify, in an innovative way, the context concerning the patients, and will implement an integrated interventions on a variety of geographical, historical, cultural, and social contexts. Any improvement experienced in a specific area, will be immediately `imported` in the other areas, if applicable.

As a consequence of the peculiarities of the project actions, the beneficiaries will be indicated by the local sanitary enterprise asl and consorzio elpendu`. Indeed, the project aims at re-qualifying profiles with specific professionalism and with a basic theoretical and practical competence that could orient these profiles towards new professional roles and new methodologies and operative practices.
The beneficiaries will be involved in all project actions (from the first to the last); so, they will play an active role and be aware of their re-qualification process as well as of the innovation of their professional roles, services, processes as provided by the project.
The involvement in the monitoring and assessment actions will allow the beneficiaries to acquire the competences to perform a self-assessment.
The beneficiaries will also be involved in the mainstreaming actions.

Between national partners

All partners will be involved in the operational structures of the project:
General structure for planning and decision-making
It is the temporary association of enterprises. This will be the sole responsible for the performance and implementation of the project activities. The temporary association`s members are the project partners themselves. This structure has the task to assess and decide on all general issues relevant to the performance of the project. The structure will appoint a person with the function of project co-ordinator and general responsible.
Designing team
It is made up of professional persons with long-dated experiences in designing activities.
Co-ordination and monitoring structure
A. Technical committee, leaded by a technical director of the project, appointed by the temporary association`s members.
B. Administrative co-ordination, with the function of co-ordinating the administrative roles.
C. Co-ordination of the transnational activities. One of the project members from one of the transnational organisations will have the function of co-ordinating the transnational activities.
Group for the mainstreaming planning and control
The project leader will co-ordinate the group, made up of persons representative of each partner. This group will have the task to plan and organise the mainstreaming actions and look after their efficiency.
Scientific committee
It is made up of people representatives of the academic world. It can judge autonomously and its activities does not depend on any other project structure.
Project executive structure
The executive structure will be made up of representatives of consorzio elpendù. It will consist of:
A. The co-ordinator. This will be the interface between the project operative structure and the co-ordination and monitoring structure.
B. The administrator. This will look after the administrative issues of the activity; the monitoring of expenses and the cost accounting.
C. The responsible for the telematic network, the data input and processing, the computerisation of documents and of operative instruments.

The partners involved in the project have already shared other joint experiences in some other occasions as described below:

Ø asl br/1 (local sanitary enterprise) and consorzio elpendù. The social co-operative alba, associated to elpendù, co-operates with asl br/1 for the management of activities and units in the area which the asl belongs to. The activities concern the assistance and the care of disabled people. The co-operative alba, as it is associated to elpendù, has been involved in the designing of the project proposal. Should the project be approved, alba will implement some project actions.
Ø consorzio elpendù and the university of lecce have been partners in the project future keeping, funded in the framework of the community initiative adapt i. Started in september 1996 and implemented in 32 months, the project was performed by a temporary association of enterprises, leaded by consorzio elpendu`. The project aimed at promoting the renewal and the development of social and health structures and services in apulias. The partners developed a regional map of the social needs after surveying a sample of 1500 families living in 103 different apulian towns; the survey results helped to define the professional skills that mostly fit to the social context. As a consequence, some training courses were designed and experimented in order to train the required skills.
Ø elpendù and the university of lecce are carrying out a project funded by the regional authority of apulias, whose objective is to experiment a course to train the following professional skill: `technician for the development and management of social and educational services for persons and their families`.
Ø elpendù and istituto professionale statale per i servizi sociali `morvillo` (professional institute for social services) of brindisi. The social co-operative rosa luxemburg, associated to elpendù, has been collaborating for eight years with the professional institute `morvillo` for the preparation of projects funded by the esf

Elpendu`s aim is to provide the region of apulias with a `network` of enterprises able to meet the apulian society`s growing demand for social services and needs. The networking of the co-operatives` qualified and long-dated experiences and expertise provides to meet the urgent and many-sided demand of social services required by a ever-growing society. Established in 1994, consorzio elpendu` consists of social co-operatives sited throughout apulia and involved in many sectors: the management of socio-sanitary and educational services, the socio-cultural animation, the work inclusion of disadvantaged people. As a whole, elpendu`s associated co-operatives employ about 600 people.
elpendù designs and implements innovative pilot projects concerned with assistance and social and work inclusion of disadvantaged categories. It also takes on from public and private administrations commitments concerning: the management of social, health and educational services; the creation new jobs intended to promote the work inclusion of socially disadvantaged people.
it organises and manages professional training courses as well as qualification, re-training and refreshing courses. It promotes the creation of agencies and observatories intended to study, monitor and promote social co-operation in different fields where intervention is required. Last but not least, its activities also imply the organisation of conferences, studies and surveys concerning human promotion and the social integration of citizens as well as the dissemination of information instruments and scientific textbooks dealing with institutional issues and social surveys.
moreover, elpendù has promoted and implemented, in partnership with other organisations, a number of projects funded by the european union and the italian government. All projects have relied on the same philosophy and animated by the same basic aims: to promote the integration of socially disadvantaged persons by implementing innovative training courses, checking for new jobs, improving services and premises in the field of socio-sanitary assistance. The work methodology adopted so far consists of two elements: the direct involvement of the associated social co-operatives and their resources into the project actions, and the co-operation with regional, national, and international bodies and institutions, on the basis of a synergy with other realities and real interdisciplinary contamination.

Eutropia is a non-profit-making organisation which was established in 1991 by university teachers and enterprise directors. I.ri.d.i.a. Is made up of a group of competences, experienced in health issues. The aim is to find solutions to engineering problems related to the health sector. In particular, the services supplied concern the following sectors:
a) clinic engineering;
b) advising and designing of plants
c) designing and realisation of information systems
d) management and maintenance of technological tools
e) advising for the acquisition and upgrading of bio-medical, electrical, and computer equipment
f) assessment of risks and observance in compliance with law decree 626/94
g) checking of electrical safety, quality control and conformity of bio-medical equipment

a. Consultancy for all activities of designing, installation, and maintenance of new structures, plants, and medical equipment, as well as of communication structures and data networks of ospedale regionale `miulli` of acquaviva delle fonti (bari)

d. Consultancy for the preparation of the specifications for the acquisition of electro-medical equipment and furniture for the new premises of nuovo ospedale of matera
e. Advise for the analysis of the conformity with 2000 directives and verification of the electrical safety of the electro-medical equipment of asl 4 of matera
f. Consultancy for the preparation of the specifications for the acquisition of electro-medical equipment of `casa della divina provvidenza` of bisceglie (ba)

The department of contabilità nazionale ed analisi dei processi sociali, in the university la sapienza of rome, results from the fusion and co-operation between experts of applied statistics and sociologists. The department is mainly concerned with analysis of the social changes and the ways how these changes affect the national accounting data. The department has always focused on the analysis of the territory data and hence the problems relevant to the unequal development in the area, the problems related to life quality, social policies and the analysis of the institutions that affect the change and evolution of the social welfare and cohesion.
