JAMO Network :
The mobility of disadvantaged young people in Europe.
Several analyses concerning the development of the European mobility of young people in difficulty, handicapped or with less opportunities have shown the need to create or improve the support for this target group.
This idea was discussed during several meetings on national and international level:
On international level, there were 3 seminars in the PACA region.
1.”Seminar for the international mobility of young people”: a means of socio-professional integration.
2. “Contact-making seminars for the European Volunteer Service”
Organised from September 17th until the 21st in 2003 and from October 7th to the 12ve 2003 at the CREPS in Aix-en-Provence, in collaboration with the Regional Department of Youth and Sports Provence-Alpes-Côte-d‘Azur, concerning the voluntary service and the improvement of the disposal for disadvantaged young people.
3. « Marseilles Mosaic: discovering the melting pot and the social context.
They allowed the partners to draw the balance on their working methods and on their will to create a new network to simplify the access to program for disadvantaged young people
- Since the Lisbon meeting, the Commission has strengthened its intention and its support to simplify the access to the Youth Program for the most disadvantaged people, in particular by developing short period EVS.
The PACA region lacks specialised organizations for the mobility of young people with less opportunities and comprises several difficult zones (with complicated districts, isolated rural zones, problems of delinquency...)
- An upheaval is profiled with the arrival of the new member countries in the European Union. Although we could notice a deficit of knowledge as regards the programs and a lack of know-how, their strong will and their mobilization are certain (Social Centres, associations, quarter clubs, prevention clubs, institutions…)
Aims:
The project aim is the promotion of the European Volunteer Service (action 2) as well as the Youth exchanges (action 1). The ambition of this project is to point out that the international mobility of disadvantaged young people may be a relevant means for the social integration of this target group.
The EVS (action 2) may be an additional way of integration, concerning also their future professional projects. We want to give them the possibility to discover Europe for a better professional mobility.
How to improve the use of the programs? How to create new tools for the spread of information? How to inform, direct and accompany disadvantaged young people?
We want to:
- Establish a local/regional network of public and private partners in order to promote the young people mobility project.
- Create a network of European partners involved in the JAMO project.
- Introduce a better knowledge of pedagogic criteria and quality for mobility initiatives.
-Combine the actions 1 and 2 of the Youth PAC and suggest a procedure reduction.
New member countries:
Another objective is to participate at the development of the program, the formation of the tutors, instructors and organisers in the new member countries.
We wish to continue another partnership, which we have developed thanks to the PRINCE Program. In the framework of this project (sensitisation of young people, with regard to the entry of the new members, instructor’s formation which have the capacity to realise interventions…) we already realised a seminar on the topic of the widening with the support of 12 representatives from the new member countries.
Those representatives are extremely in favour of the creation of stable networks and means to help them to develop the Volunteer Service.
Expected results:
We really want these applied elements to be realised in a reasonable period.
What are these results?
- 4 exchanges of disadvantaged young people with the objective of sensitizing the notion of mobility.
- One or two youth initiatives
- A formation for the youth counsellors and the responsible persons of the associations
- Some organizations, that will start to send and host disadvantaged young people
- To put into practice the methods of follow-up end accompaniment of the young people
- The young people, who leave for the EVS become witnesses and godfathers for the future participants
- A charter for all partners

Work Method:
Since we noticed that our partners also wanted to establish a permanent and efficient network, we decided to become the organizers. We could notice that if an organization does not deal with the development in an effective way, there will be dissolution of responsibilities. To avoid this, one needs structured tasks and, above all, men and means that are assigned to the realization of those.
One person will be especially engaged in the support of the process for six months: Franck Buijtenhuijs, who already has lots of experiences with the program and European networks.
The Strategic planning: We noticed that everybody agreed on the aims, but then nothing was done because the means did not exist, because the tasks were not clear….
In consequence, we will at first agree on a strategic planning:
Who does what? Why? Aims? How? What are the expected results? What is the diagnosis? Weak and strong aspects? The priorities? Stages of the realization? Intermediate and final evaluation.
These activities are founded on the following characteristics:
-Innovative, this is the first time that those activities are going to be realized in the region
-Informative, by presenting and informing the new member countries about the mobility programs and how to involve the target group
-Educational and formative, by receiving a formation on the mentioned topics, by reflecting on stereotypes and by working on the European citizenship, the young people are introduced to a better understanding of other people and their habits and the European mechanisms. The idea is, to give them the tools that enable them to feel concerned by this construction and to get actively involved.
-Sensitising, encouraging the feeling of being an actor of the construction. To make them being interested in other countries, especially in the new member countries
-Attractive, by using some projects that could be interesting for the young people
-Activating and participative by using forum-debates and meeting experienced persons, by using active methods and by talking about their preoccupations
-Reducing, by leaving tools of presentation which could be used by the teachers or with young people who wish to continue the reflection. By opening an interactive space on the Web.
-Coordinating by bringing the actors together. To gather partners for the first time for project of this nature is a challenge. A better co-operation regarding the support for initiatives, that focus particularly on the disadvantaged public
To reflect on the questions, relating to the implementation of the European Volunteer Service and a good partnership, by taking into account the specific requirements of the target group

It is about a strong moment in a process of local network and creation of an European network. We wish to make new projects emerge, to gather the best practices...
Workshop I Infrastructures:
Importance to create a local network with various actors:

Workshop II Preparation and Realization of the Mobility Action: How to use better the existing Programs?

Workshop III Accompaniment System, youth impact, evaluation and follow-up.
1. Accompagnement/tutorat:
The evaluation results of the programme underline the importance of education for the animators as regards the quality of the projects. How to educate the youth leaders for realising with success : An exchange, an EVS…
How to make them want to depart? How to mobilise them? An education of tutors adapted to public realities: action 5, national agencies, local and national experts, who prepare the following subjects:
· Criteria of selection: profile, personal record, social commitment, tutorat ?
· Criteria of motivation
Seminar for presenting the results, , transferring the competences
2. Impact on the young :
A. Help for the establishment of a personal and professional project
· Opportunities and experiences of learning (linguistic, new professional competences,…)
· Resocialization of the teenager (teamwork, to obey certain rules, implication into a collective project)

3. evaluation and follow up:
follow up evaluation. This part is more or less sensitive as there is the need for distance to analyse the consequences of one action. The reports have to be given during the two following months of the action declaration, What impact on the teenagers? What support for the association?Quel impact pour les jeunes ? How to make the experience recognized? Europe passport…What validity ?
