ADDAP 13 is an organisation specialising in youth delinquency services with more than 190 qualified staff that work in 19 towns and 75 neighbourhoods or districts which are determined by the local authorities of Bouches du Rhône. 3200 of the young people and 1300 families in most difficulty benefit from ADDAP 13's specialised work. This specific work is extra to the other types of educative and social work. It is characterised by approaching young people in their own environment.
Two general objectives sought after:
- To help young people between 13 – 21 years of age achieve self-autonomy.
- To encourage their access to educative institutions and plans of action with a common right.
ADDAP 13's professional staff have been working as intermediators for the central municipal service for several years in public locations.
Moreover, they have forged a partnership with Second Chance School, Marseille, providing a training programme called “Adéquation”, the main aim of which is to equip the young people in difficulty (17-22 years old) with the right social and professional tools required to work in a sports-orientated work environment.
The objective is to match the potential, skills, wishes and desires of the young people with existing training programmes and work placements.
The organisation is a member of CNLAPS, “Comité National de Liaison des Associations de Prévention Spécialisée” (National Committee for the Liaison of Youth Crime Prevention)

EUROCIRCLE Association is specialised in project development and the promotion of Europe; our role is vital in the “YAP” project.
We are responsible for the relative work as a whole on the internet site. We wish to reply to the young people’s requests by creating a website which represents our target audience and which also acts as a information point for the YAP network. Through regular updates, it will offer current news both to young people and to professional workers. It is understood that, through an online Forum system, it will be interactive. This will allow problems, and ideas on the themes and methodology to be discussed instantaneously. Through this task we are actively working on the creation and the upkeep of the network since we are involved as information coordinators.
We also propose our services for the preparation, such as in the assessment of all the activities as a whole engendered by and for the project. Concerning the networking, our role is extremely important and well-defined.
For the first meeting, we will work as one with ADDAP 13 on the preparation, the hosting and the assessment . The tasks will be distributed equally. Our investment will concern the whole of the trans-national questions on both a practical and a technical plan. In other words, the area of our involvement will encapsulate different functions such as administration of and agreement on international movements (comings and goings) of the delegations, linguistic help if necessary and participation in the organisation of thematic debates…
For the second meeting organised in the Azores, our work will be similar but we will not be able to participate completely in the hosting given the great geographical distance.
We will also assist in the young people’s work, using our skills in the putting together of European projects in the cases where they wish to organise young people’s initiatives (Action 3), European Voluntary Service (Action 2) or group exchanges (Action 1).
Our work in the 9th May 2006 event consisted of the organisation of the youth exchange, but also the coordination and spatial organisation of the urban animation. At the same time, we will also have the responsibility for the evaluation of the networking project in its entirety. Both this and the assessment of each action will be accessible on our internet site.

LUCK Association is specialized in the assembly and the accompaniment of European projects. Within the framework of this project we have a specific role which relates to the setting in network of the international partners and the realization of the seminars. We will also have a role on the installation of methodology. Within the framework of the seminars we will be responsible for the workshops and the follow-up for account-returned. We will also have the responsibility for the evaluation part. We are in load of data-gathering of the evaluation, installation of the criteria of evaluation, summary of the results

Youth Union Juventus is a non-governmental organization and was founded in 1999.

We have got 2 aims:
I. Aim is to create and manage the youth centre and provide different social services.
We have therefore got 2 part-time youth workers who are responsible for managing the everyday work.
We provide about 10 services within our Youth house schedule from Monday to Thursday (13:00– 20:00) and Friday to Saturday (13:00– 21:00).
The Youth house is located right in the centre of town.

Main facilities:
1. Consultations with Consult and Information Centre (career, psychological help, profession)

2. Supporting groups with Jõgeva’s Consult and Inform Centre, Commission of Juvenile of Jõgeva, Põltsamaa police and the local municipal officials

3. To employ juveniles already having a record with the police

4. Supporting the youngsters’ self-initiative and teamwork together with other educational and cultural organizations

5. Encouraging youngsters to united tasks, as well as regional and international youth initiations
(like birthdays thematic nights, etc.)

6. Employment training collaborated with Jõgeva’s Job Center and local firms (employment training- practice, workgroups, trips to enterprises, youth programs that help finding the right profession)

7. Spending leisure time in the youth-centre (games and press-staff, TV and video, movie nights, training and
study room (12 places), room for computers)

8. Training and teamwork with other educational and cultural organizations, including non-profit organizations
(information days (guest lectors), youth-worker projects, thematic weeks, street-working projects, courses like computer, languages, psychology, acting etc., lectures in different topics, project control lectures, chance to make project)

9. Meeting point for different organizations (meeting place for young people from different organizations,
regional work with youngsters, mapping youth-work, suggestions for municipal officials, etc)

jobs in the youth centre)

II. Aim is to coordinate the youth work in the local area.
The main activities are youth initiatives, training courses for youth and youth leaders on different levels and international youth exchanges.
This work is based on voluntary work.

Our target groups are juveniles’ aged from 12 to 26. As an extra service we also provide projects for young people aged from 27- 35. Most of youngsters are students from the local gymnasium.
The different services are provided for different target groups.
Our finances come from different parts. Our administrative cost is covered by local authorities (Põltsamaa town, Põltsamaa and Pajusi rural municipality). Other parts come from different foundations (from local to European level). We have a very active co-operation with different local and county educational-, cultural and economical institutions and we have many common projects to lead. We belong to many networks on national and European level and we have co-operation partners from each European country and also some in Latin-America and North of Africa.

Our experiences:
• We have done since 1999 at least 35 international youth-exchanges in the Europe (4 times in Estonia)
• We have organized since 1999 3 contact-making seminars in Estonia
• We have sent 3 volunteers to take part of voluntary services
• We have done at least 7 youth-initiatives (one of it was financed also by programme YOUTH) in local or county level
• We organize every year training courses for youth leaders and help to create youth strategy in county level

How do we work?
Every year we decide with the young people the aim of the next year and together create a project.
Leaders are more mentors than managers of the projects.

Our philosophy is:
“Everything is possible for the one who dare a dream”.
Our aim is to integrate young people that with less opportunities into a good practical work and to show them positive models.

HEZI ZERB
Hezizerb is a Spanisch non profitable association which works in the areas of education, culture, social services and community development. It has experience in managing child and youth equipments, street programmes (social work in the street), international exchanges, family education, assessment, social insertion, projects of intensive pedagogy, cultural activities and adult education and it also promotes proposals for community and local development.

Currently, there are 13 partners and 20 employees working in different towns and cities around San Sebastian managing different street programmes and youth equipments. HEZIZERB collaborate with other services and organisations in each town and city.

This organisation is concerned about social problems, specially about those related to inequality, exclusion and community development. From its work experience, and with a multiple discipline perspective of social work, it collaborate with different public and private entities in Euskadi (Basque country).
Despite of the complexity that our society has reached and the challenges the planet is facing, HEZISERB believe in social transformation, believe that other world is possible.
It is not defend just one thinking way, but different humanistic theories; we are convinced that we can build answers and solve things based on plurality.
Looking at the complexity of our society, we propose a global, complex and creative analysis open to as many voices as it can be.

We understand the social action as a global work: targeting individual freedom centred in their requests and connected to their environment. The social work professionals cannot replace the natural links, relationships and support but they must help to develop in each context the natural and own answers of each system.
Far away from technocratic approaches, we vindicate a steady social action, mixture of professionals and volunteers, based in solid though structures and being aware of the social and political context.

Parsec Cooperativa sociale a r.l is born in Italy in 1996. It’s a natural evolution of the Parsec association of 1985. The increase in experiments and complexity of the management of operations induced a need for structural diversification.
This new needs led to the creation of the Parsec Cooperativa sociale a r.l. Its aim is to promote social interventions able to answer the complexity of the emergent needs at level as local as national.
In reality this structure wishes to answer some fundamental requirements. First, to build an organization with significant experiments and professionalism able to develop and manage services and territorial projects in durability. Second to increase responsibility level of the new generations.

Its activities pass mainly the territory of the town of Rome and the Lazio Area, but it also organises national and European projects.

The ambitions of Parsec are multiples. Their aims are fight against drug abuse, but also thematics as prostitution, immigration or crisis of adolescents. More than these territorial activities, this cooperative structure is also active in the sphere of development of social enterprise and formation as initial as all along the life, for professional insertion.
The structure was organized with following intervention thematics:
- Dependence
This thematic act on fight against all dependence in cooperation with public services
- Prostitution and trade in human
This thematic regroup different actions: street work, freefone service, host…
- Training
This thematic contents training courses (orientation, sensitization, initiation with specific sectors of the social one…) and cultural activities.
-Prevention and political Youth
This topic bring closer an heterogeneous whole of projects. Broadly, they concern social insertion and action to protect youth health with : a welcome centre for pre-teenagers and teenagers, unit of street prevention against the use of narcotics by teenagers and youth, intervention in the schools to promote health, territorial networking of association and informal group to manage cultural events, of socialisation or European projects, creation and realization of products of information, multimedia or cultural.

European Meeting Centre- Nowy Staw Foundation - Poland
Our Foundation has been trying to attain its goals through initiating, supporting and organising numerous projects, both national and international.

National initiatives are addressed to leaders of various communities- NGOs, students’ organisations and school ones. Organised trainings are supposed to prepare people for active participation and functioning in local and non-local communities. The majority of our projects is carried out in close cooperation with foreign partners. Lublin, as a joining point of various cultures and denominations of Eastern and Western Europe can take pride in possessing countless tokens and monuments of friendly and creative cooperation of different nations. This unique dimension of Lublin region history gives a special opportunity to create rewarding cooperation between young people from Europe. Nowy Staw Foundation supports cooperation and Youth exchange from neighbouring countries. We are co-authors and active participants of the agreement of the Young from Euroregion “Bug”. At the same time our foundation is a central unit of Cooperation of Polish-German Youth and a member of Association of Christian Upbringing Workings.

International activity is focused on:
-Mutual discovery of the roots of European culture and history.
-Getting acquainted with economic, social and political issues of European countries,
-Sharing ideas, opinions and experience of young people,
-Fighting prejudice and stereotypes

At present we have colleagues in majority of all European countries. Together we organise thematic meeting, workshop, e.g.: journalist, folk and culinary ones, meetings on united Europe and its future. Drawing from our own experience and our western colleagues, we have been trying to share our knowledge with eastern partners, thus implementing the idea of European integration and solidarity between nations.

Our activity is mainly based on volunteers’ work, who have many opportunities to implement their ideas and projects. European Meeting Centre-Nowy Staw Foundation has been conducting its operations in seven different spheres;

-European Youth Cooperation Centre,
-Regional Centre of European Information in Lublin,
-Institute of Civil and Social Education,
-Centre of Media Workshops,
-Centre o Polish Eastern Cooperation,
-Centre of Ecological Education,
-Solidarity Actions.

In 1994 our foundation started erecting European Meeting House, mainly owing to financial support of the Foundation for Polish-German Cooperation. We are very happy that we have been able to conduct our activity from our centre beautifully located in Nasutów near Lublin.

"Kids in Action"

Kids in Action was create in October 2003 by a group of young people living in the city of Thessaloniki, Greece through their great willingness to stimulate their peers in the subjects of social inclusion and youth mobility. The group was name “Informal group of animators and entertainers” and it was consisted of young artists from many different fields like actors, musicians, clowns, jugglers, stilt walkers, animators and many more. Within an action 3 –Youth initiatives project (see the “Youth” program), they had been realizing performances for young people with fewer opportunities, all around Greece. This action –which in the meantime was enriched by international youth activities such as group exchanges and training courses – forced them to discover the potential in their fields of interest, of an established organization –what is called Non Governmental Organisation “Kids in Action” was born…

“Kids in Action” aims at the enforcement and the encouragement of young people to pioneer in the construction of a peaceful and tolerant Europe of Knowledge.

Accompaniment service for young people by the police (JUBP) in Bundesland Sachsen Anhalt- Germany.
Since 4th January 1993 the management of the police of Magdebourg has employed social workers to work with young people.
On 6th October 1992 the regional government of Sachsen Anhalts decided to put a « Youth Police Station » in place in the capital of Bundesland through the management of of the Magdebourg police. Specially trained police officers and qualified social workers (graduates) will work together immediately after crime has been committed in order to influence the criminal trials which essentially come from young male offenders. They will also work with these young people to steer them away from a criminal lifestyle career.
After a successful pilot phase in Magdeburg, these youth accompaniment services have been institutionalised throughout Bundesland.
The objective of the JUBP consists of reducing the personal problems and potential conflicts amongst young offenders under the age of 22 years old through offering them prospects and other possibilities in order to confront in a concrete manner their problems in life.
The role of the youth social workers will cover:
1. Instant advice, intervention in moments of crisis and intermediating between the young people and, for example, the parents, teachers, victims etc...
2. Initiation of and help towards the « spontaneous restoration », the motivation and mediation for the success of an « Author Victim Compromise » (Täter-Opfer-Ausgleich, TOA)
3. Orientation towards the town services concerned (for example, the youth service, welcome points and independent organisations' projects, a notable example of which is the « Project ALSO ») according to the situation.
4. Limited time accompaniment (for example, support during administrative procedures).
5. Crime prevention, (for example, through presentations, advice services in educational institutions, e.g. for the managers of academic establishments, teachers, pupils, young apprentices and students)
6. Participation in committees (for example, in the committee for the assistance of young people or the advice for the prevention of crime through the mayor).

For some years, 98% of young offenders and young people suspected of being offenders have called upon accompaniment services immediately after the intervention of the police forces. This statistic represents around 1500 children, young people and teenagers each year.

The reason for this contact lie essentially in the facts that:
1. The intervention of social workers rests on the principle of non-co-action (nobody is forced to be accompanied).
2. The social workers are bound to keeping a special professional confidentiality which is enforced by the law.
3. The flow of information and data only runs in one direction: from the police to the social workers. The only information transmitted is the confermation that the young person has called upon the accompaniment service. In case of need, the procurer and the youth social services will be demonstrated.
